The Centralised Licensing Directorate was established within the Ministry of Transport in 1969 to manage the centralised licensing project for vehicle registration and licensing and drivers' licensing. Responsibility for this project was assumed by a Directorate of the same name in the Department of the Environment in 1970. In 1973, the Department of the Environment's Licensing Administration Division was established with responsibility for developing vehicle registration and licensing policy; the operation of driver licensing and enforcement. This was succeeded in 1976 by the Drivers and Vehicles Policy Division. In 1978 the Driver and Vehicles Licensing Policy Division was established within the Department of Transport in 1978. Its remit was the development of policy in respect of driver and vehicle licensing. In 1979 this function was transferred to the Driving and Driver Licensing Division. In 1981 the function became the responsibility of the Driver Licensing, Vehicle Taxation and Insurance Division and it remained with that Division until DVLP files ceased to be raised in 1982.
