When the file series first closed the records remained in the custody of the Department of the Environment, but in 1997, they were passed to the Department of the Environment, Transport and the Regions where they remained until 2001. They were then passed to the Department of Transport, Local Government and the Regions, which held them until 2002.

The Land Wastes Division came into being in 1980, initially as part of the Air, Noise and Wastes Directorate. The division had responsibilities for the collection, treatment, disposal and reclamation of domestic, commercial and industrial waste, together with the workings of the Waste Management Advisory Council.
