The Policy Planning Unit was established in March 1970 as part of the exercise to implement the recommendations of the Fulton Committee. The work of the Unit was supervised by a steering committee which was chaired by the Permanent Secretary. The head of the PPU also reported directly to the Permanent Secretary and as such, the Unit was not part of any Branch or Division.
