To: The General Board of Health.
From: James Stark MD.
Subject Matter: Letter acknowledging receipt of a note and a copy of the Removal of Nuisances Act. Edinburgh requires an active 'Inspector of Cleaning'. He puts forward a plan of action including: using the police force, controlling the siting of pigsties and manure manufactories; setting up local dispensaries; distributing printed information about cholera; and centralising reporting of cases.
