General management of the agency was the responsibility of the Chief Executive but their work was supported by the management team which consisted both of executive directors and non executive directors from outside the organisation. BAMT was restructured in April 1996.

The Benefits Agency was created in April 1991. It had district offices throughout the UK. From April 2002 , the Benefits Agency and Employment Service were replaced by two new businesses, Jobcentre Plus and The Pension Service.
