To: The General Board of Health.
From: John Stephens, Bo'ness [West Lothian, Scotland].
Subject Matter: Letter explaining that every year in the town of Bo'ness, there are elected a certain number of Trustees, expressly (according to a special Act of Parliament) for the management of the cleansing and lighting of the town. A rate is said to be levied upon the householders for the purpose of defraying the expense of this. Stephens enquires whether, under the instructions and regulations of the General Board of Health, a Parochial Board can claim any expense they may find expedient to lay out in cleansing operations from Trustees, or whether the Parochial Board must incur all such expense themselves.
