Folio 3.
To: George Turner, Gourock, Innerkip, [Renfrewshire, Scotland].
From: The General Board of Health.
Subject Matter: Draft letter acknowledging receipt of a letter dated 4 January 1849, with reference to a report on the state of Gourock in respect of 'marshes and overgrown plantations'. The Board are said to regret that the Nuisances Act does not include everything that may justly be considered a nuisances or injurious to health, and in particular that it cannot be made fully to extend to 'the undoubted evil' of which Turner complains. It is explained that the matters in question may be dealt with in such of the English towns as come under the provisions of the Public Health Act 1848, but that in no other case has the General Board received from the legislature the power of interference that Turner seems to expect of them.
