To: The Clerk of Guardians, St Martins in the Field.
From: The General Board of Health.
Subject Matter: Draft letter enclosing a copy of the opinion of the Attorney General together with other enclosures with reference to the nuisance arising from the carting of dung and refuse into barges opposite the Adelphi Terrace by Mr Gore. The Board state that they consider it unnecessary to trouble the Guardians with the documents referred to in this case as the facts are familiar. They add that they perceive it is an opinion of the Attorney General that this Board cannot issue an order addressed to Mr Gore, and this is also the view of Mr Lumley, the assistant secretary to the Poor Law Board, who has been consulted by the Board as having peculiar familiarity with proceedings under the Act and with all questions relating to it. The Board therefore advises the Guardians of the proceedings to take under these circumstances.
