Folios 46 - 49. 'Some thoughts concerning the state of the Highlands of Scotland', received from the Lord President of the Court of Session [Duncan Forbes, Lord of Culloden]. Describes the geography, clan structure, culture and language of the highlands and lowlands. Details the difficulties of enforcing the Disarming Act [of 1716], on these 'rebellious Highlanders' [Jacobites], noting the help of France and Spain in rearming clans whose weapons had been collected. Proposes the establishment of fortified stations in the highlands, to enforce the law and to promote industry.
