Louis Drummond Earl of Milford [de Melfort], principle French officer among prisoners-of-war at Penrith [Cumberland], to Philip Carteret Webb, arguing for recognition of James Hay's status as a French officer and acknowledgement that he's not subject to British laws of rebellion. Cites precedents in the 'law of nations' and refers to the 'Cartel of Franckfort' [Frankfurt] of 10 July 1743. Signed in presence of [other French officers] John McDonell [MacDonald]; Le Ch Geoghegan; d'hortove Douglase; and Mirabel Ingenieur [Mirabel de Gordon]. Dated Penrith [Cumberland].
