Folios 520-522.

To: The Local Government Act Office.

From: Andrew C Reed, Clerk to the Local Board of Health, Woolwich [Kent].

Subject Matter: Letter advising that by a clause in a Provisional Order [applying the Public Health Act 1848 to the District of Woolwich], it is directed that the Woolwich Local Board of Health shall consist of 21 members - 18 to be elected by the district and the remaining 3 to be nominated by the Superintendent of Her Majesty's Dockyard, the Commanding Officer of the Royal Engineers, the Storekeeper of Her Majesty's Ordnance and the Officer in command of the Royal Artillery. Reed explains that in consequence of the closing of Her Majesty's Dockyard in Woolwich, there is no Superintendent of Her Majesty's Dockyard, and that the Office of Storekeeper of Her Majesty's Ordnance is being performed by Colonel Gordon, an Officer under the new Comptrol Department. He encloses a copy of a nomination which has been sent in to the Local Board by Sir David Wood, the Officer in Command of the Royal Artillery, to fill up a vacancy caused by the resignation of Captain Nangle. Reed enquires whether the nomination should not be the joint nomination by the 4 Officers named in the Provisional Order, and not of one alone; whether the non-existence of the Superintendent of the Dockyard will affect the power to nominate; and whether it is competent for the Officers empowered to nominate to do so before the expiration of the year for which Captain Nangle was nominated.
