To: The Home Secretary.
From: W Farnfield, The Woolwich Local Board of Health, Solicitor's Department, Parson's Hill, Woolwich [Kent].
Subject Matter: Letter enclosing amended regulations for the government of houses or parts of houses let in lodgings, or occupied by members of more than one family, proposed by the Woolwich Local Board of Health under the Sanitary Act 1866. Farnfield explains that the Board have every desire to insist upon the space to each adult recommended but that they find that, in consequence of the smallness of the houses in their district, it is impossible to do so. He adds that they have, however, increased the space from that which had previously been proposed. Farnfield further states that these regulations have not been passed by the Local Board but are again submitted for the approval of the Home Secretary - 'upon their being approved and returned the Board will pass the requisite resolution and then submit them for confirmation'.
