To: The Local Government Act Office.
From: The Reverend Henry Brown, The Rectory, Woolwich [Kent].
Subject Matter: Letter explaining that when he was Chairman of the Woolwich Local Board of Health, he always acted as the Returning Officer at the annual elections, and, as a matter of course, returned himself, when he retired by rotation and was re-elected. Brown advises that last year the Local Board - believing, he thinks, that an opinion had been given with regard to some Town Council election, to the effect that a Returning Officer could not return himself - took the course of arranging for the Chairman to vacate his seat and for someone else to be appointed as Chairman 'pro tem', and so to act as the Returning Officer. He requests the opinion of the Local Government Act Office on this point.
