To: The Local Government Act Office.
From: Edward Sargent, Clerk to the Local Board of Health, Woolwich [Kent].
Subject Matter: Letter requesting that the Home Secretary will allow the payment of £10 10s 0d, made by the Local Board of Health as a contribution to the Metropolis Gas Committee of Enquiry, which was recently disallowed by the Auditor of the General District Accounts of the Parish of Woolwich. Sargent submits that the item in question was granted on the opinion of their Solicitor; that it was thought to be a legal payment from the General District Rates of the Parish, and was therefore sanctioned by the Board 'in utter ignorance that it would be a misappropriation of those funds'. He further submits that as the Local Board is responsible for the entire management of the lighting of the town of Woolwich, they consider that they were only discharging their duty to the ratepayers in combining with other parishes for the purpose of obtaining a supply of gas of the best quality and at the cheapest rate.
