From: Captain A J Tulloh, The Chairman of the Local Board of Health, Waltham Abbey [Essex].
Subject Matter: Detailed letter regarding two Bills now pending in Parliament, the New River and East London Waterworks Companies Bill and the Lee River Trust Bill. Tulloh discusses the injurious effect that these two Bills would have on the health and comfort of the inhabitants of this town.
