Folios 573-578.

To: The Home Secretary.

From: T Taylor, The Local Government Act Office.

Subject Matter: Letter enclosing Arnold Taylor's minute on a memorial [petition] from four members of the Wallasey [Cheshire] Local Board, praying for the remission of certain surcharges imposed upon them by Thomas Kyffin Roberts, the Auditor of the Cheshire and Denbighshire Audit District, at the last audit of the Local Board's accounts. Taylor states that he concurs substantially in the remarks of the Inspector, but submits that so long as the Local Board are a Ferry Boat Company, he does not think any practical good would be effected by declining to remit on the ground that the items ought to have figured in the Steam Ferry accounts and not in the accounts of the Local Board - 'the deficiencies of the Steam Ferry Acts being by the Local Acts thrown on the General District Rates'. He suggests that the Home Secretary may safely remit in all these cases, except the last - the Hospital Subscription of £6 6s 0d; 'as to which the Local Board have been warned that no remission would be granted in future'. Taylor adds that the remission should be accompanied by a letter, requiring the Local Board to keep the accounts of their Steam Ferries business quite distinct from those under the Local Government Act 1858 in the future, and to enter in the former such items as those now surcharged.
