Folio 565.

To: The Local Government Act Office.

From: T Somerville Jones, Clerk of the Wallasey Local Board, Public Offices, Egremont, Birkenhead [Cheshire].

Subject Matter: Letter advising that a person has been nominated for the office of Member of the Wallasey Local Board who is rated to the relief of the poor upon an annual value of not more that £20 10s. Jones notes that the Provisional Order applying the Public Health Act 1848 to the District of Wallasey (Section 4) fixes the rating qualification of Members, when elected, at an annual value of not less than £30. He adds that it is very doubtful whether the person in question is possessed of real or personal estate, or both, to the amount of £1000, the sum fixed by such Provisional Order as the qualification by ownership. Jones enquires whether the name of this person should be included on the voting papers, which have to be delivered on the 16 June 1869, or whether the Chairman should first call upon him to prove that he is duly qualified. He further enquires whether a ratepayer in the township of Liscard is qualified to nominate a candidate for the township of Wallasey.
