From: Arnold Taylor, Superintending Inspector, The Local Government Act Office.
Subject Matter: Minute on a memorial [petition] received from the Local Board of Wallasey, praying for the remission of certain surcharges imposed upon James Clerk Boyd and George Briscoe Kerferd, members of the Wallasey Local Board, by Thomas Kyffin Roberts, the Auditor of the Cheshire and Denbighshire Audit District, following the recent audit of the said Local Board's accounts. Taylor remarks that the fines imposed for smoke nuisance, on board steam ferries of the Local Board, and an 'Infirmary Subscription' should appear in the general account of the Steam Ferries; 'the Local Board have chosen to become Ferry Boat owners, and they ought to pay the charges incident to their trading, as any private owner would have to do'. He adds that 'they have not the slightest right, that I can see, to put such items as the above on the rate charges of an already overburdened and most cruelly overrated district'.
