From: Arnold Taylor, Superintending Inspector, The Local Government Act Office.
Subject Matter: Minute on a petition received from the Wallasey Local Board, praying that their Local Acts may be altered, so that all persons rated under £10, and now exempt from payment of local rates, may be assessed, and in return allowed the right of voting. Taylor remarks that 'this is all very well as far as it goes, but if the Secretary of State helps them to this extent under Provisional Order, should he not insist on the repeal of the 36 Section of the Wallasey Act of 1867, by which all deficiencies on the various undertakings of the Local Board are made payable out of the General District Rate'. He adds that 'the statement from the ratepayers must wait until the Auditor has sent in his list of surcharges on the Local Board under his last audit'.
