To: The Home Secretary.
From: Thomas Davenport, Secretary of the Poulton-cum-Seacombe Ratepayers Association, Seacombe [Cheshire].
Subject Matter: Letter enquiring whether the Wallasey Local Board has the power to stop any Ratepayers from visiting the works (Gas, Water and Ferry) which are the property of the ratepayers, so as to prevent them from seeing what is going on. Davenport encloses a newspaper cutting, reporting that the Ferry Committee of the Local Board has recommend that, 'for the better security of the works and property confided to his charge, instructions be given to the Ferry Manager to refuse admittance to all persons (not being members of the Board) who are not furnished with a written order from the Chairman of the Ferry Committee; and that in no case shall visitors inspect the works and offices except in company with the manager or some person deputed by him'. He submits that the object of the Board is to prevent the Ratepayers Association, watching on behalf of the ratepayers, how their money is being expended.
