To: The Home Secretary.
From: Thomas Davenport, Secretary of the Poulton-cum-Seacombe Ratepayers Association, Seacombe [Cheshire].
Subject Matter: Letter advising that the Wallasey Local Board having accepted the resignation of the Clerk to the Board, 'an attempt is about to be made to transfer the Treasurer into Clerk to the Board and advance someone in the Treasurer's department to fill that of Treasurer'. Davenport enquires whether it is not the case that the Local Board are obliged to advertise their want of a Treasurer and Clerk in the public papers, and whether it is not necessary for the Clerk to the Board to be a Solicitor.
