To: The Home Secretary.
From: H A Ewer, Clerk of the Wallasey Local Board, Public Offices, Egremont, Birkenhead [Cheshire].
Subject Matter: Letter acknowledging receipt of a letter dated 18 December 1869. Davenport submits that there is one very important question the Home Secretary has omitted to reply to - 'is not the Auditor to be blamed for having passed the item for so long?' He submits that it does appear very strange that the Local Government Act Office possesses no power of calling upon public Auditors for an explanation of their conduct in passing such illegal payments for so long.
