Folios 506-518.

To: The Local Government Act Office.

From: John Poole, Clerk to the Sewage Committee of the Sewer Authority, Ulverston [Lancashire].

Subject Matter: Letter enclosing a statement of the actual cost of sewerage works carried out by the Sewer Authority at Ulverston, together with the Engineer's report thereon, as required by a letter of the 13 October 1870. Poole also acknowledges receipt of a letter dated 8 November 1870, enclosing a letter from Messrs Gray, Johnston and Mounsey Solicitors. The Sewer Authority are said to be surprised that Mr Askew should object to any rate 'when he has been the means of largely increasing the cost of the works'. Poole notes that all of Askew's objections to the outlet works came before Mr Rawlinson when he held his inquiry at Ulverston in June 1870, who determined that 'the Law proceedings which have taken place against the main sewer outlet works, and which are now threatened against the completion of the outlet sewer, are most vexatious and unnecessary'. The Sewer Authority are said to consider Rawlinson (having inspected the works) 'a much better judge than the Vice Chancellor whether the Sewer Authority had or had not properly carried out their works - and they rest upon Mr Rawlinson's report in answer to the charge contained in the letter of Mr Askew's Solicitors'. Poole adds that the Sewer Authority consider that the costs incurred in the matter were all incidental to the carrying out of the work, and that they should be paid out of the money borrowed for the reasons stated in his letter of the 11 October 1870.
