Selected to give a historical perspective to various duties and taxes and how they interacted with the community. Shows policy and administrative processes. (2.2.1.2, 2.2.2.1)

Administrative / biographical background

The Board of Customs was created in 1671 and the Board of Excise in 1683. They were merged to form the Board of Customs and Excise in 1909. The Secretary's Branch (Customs) and Secretaries' Office (Excise and Customs and Excise) were the administrative and executive organisations through which the Boards discharged their functions. The Intelligence Branch function was set up to provide the Board with forecasts and to collect information in existing or proposed indirect taxation.
