The Education Act Act 1992 contained provisions to enable many existing polytechnics and colleges of further education to achieve university status. The Act also abolished the Universities Funding Council and the Polytechnics and Colleges Funding Council, and established the Higher Education Funding Council for England as the successor body. In the period immediately before the HEFCE was formally set up, the two orginal Councils collaborated closely.
