Administrative / biographical background

The Board of Customs (England) was created in 1671. In 1909 it was merged with the Board of Excise (Inland Revenue) to form the Board of HM Customs and Excise. The Secretary's Branch was the administrative and executive organisation through which the Board of Customs discharged its functions.
