Description

This series relates to the action that was taken by the Department in accordance with the recommendations of the Bolton Committee of Inquiry on Small Firms, the findings of which were published in November 1971 (Cmnd. 4811). The records concern small firms and issues of taxation, statistical returns, the training levy, government procurement, late payment by debtors, competition policy, compulsory land purchase, company law reform and entry into the European Economic Community.

The files have been selected to show the formulation of Government policy in the economic and legal sphere towards small firms, in accordance with sections 2.2.1.1 and 2.2.2.1 of the PRO's Acquisition Policy.

Administrative / biographical background

The Small Firms Division was established in 1971 within the Department of Trade and Industry on the recommendation of the Bolton Committee of Inquiry on Small Firms whose findings were published in November 1971 (Cmnd. 4811). The Committee raised concerns that UK industry was not generating enough small companies or entrepreneurs and as a result the Division oversaw the establishment of Small Firms Information Centres in London, Birmingham, Bristol, Nottingham, Leeds, Newcastle, Manchester, Cardiff and Glasgow. Originally the service was purely a signposting service, but this was expanded in 1977 to include a counselling service. Subsequently, local authorities, Development Agencies and COSIRA became involved.

In 1985 responsibility for Small Firms, Small Firms Information Centres and Tourism transferred to the Department of Employment.
