Cabinet minute, concerning decisions taken on freeing [Jacobite] prisoners, and French prisoners-of-war under the Cartel [of Frankfurt], approving the King's speech, and proposing a letter to Mr Vanhoey [Dutch diplomat, Abraham Van Hoey?]. Pardon, subject to transportation, of most prisoners held near London, Tilbury Fort [Essex], and transport [ships], as set out in [John] Sharp's lists. Acquittal of Nicholas Glascoe, an officer of Dillon's regiment, and the conviction of [Francis] Townley at Carlisle [Cumberland] on the evidence of James Hay. Cabinet attendance: Duke of Richmond, Earl of Chesterfield, [Henry] Pelham, Duke of Newcastle, Lord Chancellor [Hardwicke], Lord Privy Seal [Earl Gower], Lord Steward [Duke of Devonshire], and Lord Chamberlain [Duke of Grafton]. Dated at Whitehall [London, Middlesex].
