Folios 89-91 'Justitia' [anonymous] to [Newcastle]. Account of the surrender of Carlisle [Cumberland] to the rebels [Jacobites]. Worried that [Newcastle] has been misinformed about the event. Questions why the Mayor, Town Clerk and Aldermen are in custody, while those really responsible are not held to account. Outlines the events which led to Carlisle's capitulation, and suggests blame lies with the governor and a militia captain.
