Folios 78-81. Deputy lieutenants of Westminster to [duke of Newcastle]. A proper guard for Westminster cannot be provided without using part of the militia, which would be difficult as subscriptions for the king's army have already been taken in all parishes. They have ordered part of the militia to prepare but do not know if these orders will be effective. Enclosing these orders, which state that officers are to records details of all papists and persons refusing to take the oaths, so that the militia may be funded out of their estates. The officers are also to record details of those who are willing to serve in the militia, those who, although obliged to, are not willing, and those who have not contributed to any subscriptions.
