Policy files on the introduction and management of the PRISM system have been selected for preservation from those of the STATS series which were transferred from Treasury to Civil Service Department, in accordance with the PRO Acquisition Policy Statement paragraph 2.2.1.1. Civil Service Statistics (HMSO) is published annually. Files relating to the compilation of these statistics will not be selected.
Administrative / biographical background

The Public Income/Outlay Division of the Treasury was established in 1962. Among the division's responsibilities was the development of statistical techniques to assist in the control of public expenditure. Civil service numbers represented one significant element of public expenditure for which better control techniques were sought.

As the costs of large scale computing fell central government adopted it as the means of monitoring departmental Civil Service staff numbers, and providing the personnel information required for central management purposes.

The Treasury was tasked with the PRISM (personnel records information system for management) project, to replace the partly clerical partly computerised CSMR (central management staff record) and CSCSR (Civil Service central staff record) systems. Responsibility for PRISM was transferred to the Civil Service Department on its creation in 1968.
