It comprises: the minutes and papers of the commission's meetings; the secretary's set of the policy papers presented to the commission; a small number of policy registered files created by the secretariat to the commission; and those submissions which were made to the commission in confidence, which are mentioned, but not included, in the published report.

Administrative / biographical background

The Royal Commission on the Reform of the House of Lords was set up in February 1999 under the Chairmanship of Lord Wakeham, to make recommendations about the role, functions and composition of the House of Lords. Its work followed the government's action to end the automatic right of hereditary peers to sit and vote in the House of Lords. The commission invited submissions and arranged public hearings around the United Kingdom in order to gather local opinion. Its report was published in January 2000.
