The Manpower General Division was set up in 1974. Initially the division was divided into five branches of which Branch E was responsible for race relations. Later, the division was re-organised and this function was transferred to Branch A. In 1986 there was further re-organisation which resulted in the establishment of Industrial Relations Divisions. Race relations was part of the responsibility of Industrial Relations Division II.
