Postmasters-General James Craggs [the elder] and [Charles] Cornwallis to Earl Stanhope [Secretary of State, Northern Department] urging that representation be made to the Governor of the Netherlands in opposition to customs officers at Ostend [Netherlands, Belgium] visiting British packet boats 'which will be such an affront and infringement upon the liberties of his Majesty's packet Boats, as never was attempted in any of the foreign ports where his Majesty's packet Boats go'.
