FT1 covers monopolies and mergers legislation and the arrangements involved in establishing the Office of Fair Trade. FT 2 is concerned with the passage of the 1973 Fair Trading Bill, restrictive practice legislation, European Economic Community competition rules, consumer protection, hallmarking and the Trade Descriptions Act.

In March 1974, the Fair Trading Division of the Department of Prices and Consumer Protection (DPCP) was established taking over the functions of the Industrial and Commercial Policy Division of the Department of Trade and Industry (DTI). Following the general election in May 1979, DPCP was abolished and the responsibilities of the Fair Trading Division transferred to the Competition Policy Division of the Department of Trade. In 1983, the Departments of Trade and Industry were merged to form the DTI with responsibility for fair trade transferred to the Competition Policy, Consumer Credit and Safety Division.
