This series contains published annual reports and accounts for the New Towns Development Corporations, 1949-1992, The Commission for the New Towns (CNT), 1963-1998, and English Partnerships, 1995-2005. The Development Corporations produced separate accounts between 1949 and 1957; from 1958 the accounts were combined with the annual reports to form a single publication.
The records in the series reflect the complex state of affairs between the different organisations. The annual reports for the CNT run from 1963-1998; annual reports for the Urban Regeneration Agency (URA) run from 1995-1999 and are listed as English Partnerships annual reports, in line with the URA's trading name. The combined organisation began producing reports from 2000 onwards. The series is completed by the annual reports and accounts of the Development Corporations, which became part of CNT when it was established and had responsibilities for the expanding towns until the last two corporations, Milton Keynes DC and Telford DC were wound up. Their records run from 1949-1992.

- Records selected by English Partnerships under TNA supervision under section 2.2.1.5 of TNA's acquisition policy, dealing with delivery of social policies, in this case, expenditure on planning and construction of the new towns. In 2006, the decision was taken not to continue selecting annual reports for preservation at The National Archives as they are to be preserved at the British Library in line with Operational Selection Policy 36 on Publications/grey literature.

English Partnerships (EP) was formed in 1999 by the coming together of the Commission for the New Towns (CNT) and the Urban Regeneration Agency (URA) which traded as English Partnerships, although the two bodies remain separate legal entities within EP.
