The Transport Security Division was first set up in 1991 and was placed within the Shipping Policy, Emergencies and Security Directorate, under the Aviation, Shipping and International Group, within the Department of Transport. Its primary responsibilities were to oversee the implementation of the National Aviation Security Programme (NASP), the development and implementation of the National Maritime Security Programme and security aspects in relation to the Channel Tunnel. In 1992 these responsibilities changed to include technical support of transport security.
From 1995 to 1997, the Division was moved, to Central Resources, under the Department of Transport. In 1996 the responsibilities of the Transport Security Division continued to be responsible for NASP, the Maritime Security Programme and Channel Tunnel Directions. Added to these responsibilities were Railway Security Instructions and to provide response to the Secretary of State and officials, as necessary, on the response to any emerging terrorist threat on any other modes of transport.
From 1998 to 2001 the Transport Security Division was moved to the Railways, Aviation and Shipping Group, within the Department of the Environment, Transport and the Regions.
