(Historical or biographical information about the creator of the record and the context of its creation)

Sir Claude James Hayes (1912-1998) served with various government bodies, including the Civil Service Commission, 1938-1957 (during which time he completed war service in Europe), and the Treasury (1957-1965). He was a member of the Committee on Dissolution of the Central African Federation in 1963. In 1965 Hayes became Principal Finance Officer at the Ministry of Overseas Development, and in October 1968 he was appointed Chairman of the Crown Agents and retired in 1974.
Alan Hayward Challis (fl 1969-1973) was director of finance between 1969 and 1973.
