Petitioner(s): Thomas Phelps (father), widower and waterman of Putney [Surrey], three applications, the second with an addendum by William Garrow (trial judge) that he recalls nothing of the case but that petitioner should direct himself to the Home Department, and the third with a character appended by Major General W Macleod and E Haswell Royal Navy (former employers of the convict and William Phelps (his brother)).
