In 1969 a new Machinery of Government and Development Group under an under secretary was established, with special responsibility for looking to the future, comprising two machinery of government divisions and a Development Division. The Development Division was responsible for planning and co-ordinating the programme of work arising out of the Fulton Report. In 1970 the Development Division was renamed as Planning Division and transferred to the Central Group.
