Administrative / biographical background

The series was opened to administer the Hill Farming Allowance (HFA) Scheme under the England Rural Development Programme (EDRP) for 2000 to 2006. The EDRP was introduced by MAFF/DEFRA and provided the framework for the operation of ten separate, but integrated schemes, offering grants to protect and improve the countryside and to encourage sustainable enterprise and thriving rural economies. The HFA was offered to support beef and sheep producers who farmed the English Less Favoured Areas (LFAs). The Uplands Environmental Stewardship Scheme replaced the HFA in 2010, with transitional payments being made to farmers in 2011 and 2012.
