Sent by Mr Bax Ironside.
United States and Venezuela: he learns that Mr Roosevelt purposes sending Congress a special Message asking sanction for any efforts he may use to have the Asphalt dispute submitted to arbitration and for the cessation of all shipments; he will issue a warning to Venezuela as to its relations with other Powers; political situation will immediately change if President Castro's illness is fatal.
