Description

Folios 655-656. Letter from William Goodacre, Clerk to the Guardians of the Mansfield Poor Law Union, to the Poor Law Board, enclosing a copy of the minutes referred to in his letter of 24 September 1863, which was omitted in the original letter.

Also included is a copy of the assessment committee minutes which was proposed by Mr White and seconded by Mr Jowett. It states that the committee found it impracticable without the assistance of professional valuers', to carry out the provisions of the act in this union because of the conflicting interest; factories of various kinds, foundries, stone quarries, hall offices, [coal and limestone mines], railways and canals.

The committee believe it would prevent further expense in the form of appeals and litigation to appoint professional valuers' and that the words of the twentieth section of the act, 'such other means as they may think necessary' give them such power. They ask the Board to re-consider their opinion in the letter referred to.

Annotated: no further advice, if they are not satisfied by the values of the properties given by the overseers, they are not required by law to alter them.

Also annotated: 'the statute has provided for the [overseers] becoming valuers' of the parish, when the committee find it advisable that such valuations would be made if those means are not applicable the committee should require them to obtain lists and exercise their own judgement to the best of their ability in revising and settling them. If they cannot satisfy themselves that the values of the property returned by the overseers are incorrect they are not required by the law to alter them'. 29 September 1963.
