Description

Folios 597-598. Memorandum from Mr Manwaring [John Manwaring] Poor Law Inspector, to the Poor Law Board, relating to a visit to the Mansfield Poor Law Union Workhouse. Manwaring found that the relieving officers Receipt and Expenditure Books, which were in the board room following a meeting on the previous day, were not up to date and that no entries had been made since the guardians meeting on the 10 February 1853, the accounts for weeks seven and eight ending 24 February 1853 had not been entered.

As regards W Spencer's book it had not been balanced, only in pencil, since the current quarter commenced and had not been initialled by the clerk before the meetings.

W Spencer later saw Manwaring and explained that the reason his books were not made up was that he had a lunatic to take to the asylum.

Allsopp's Receipt and Expenditure Book is not initialled by the clerk.

Both the Relieving Officers have considerable balances in hand, Allsopp £51 12s 11d and W Spencer £44 9s 11¾d.

Manwaring asks that the relieving officers and the clerk are asked for immediate explanations of the irregularities described.
