Folio 179. Draft letter from the Poor Law Board, to H Place, Collector, Sutton in Ashfield, Mansfield Poor Law Union, acknowledging receipt of his letter of 4 February regarding the adoption of the 13& 14 Vict c 99 statute in the parish of Sutton in Ashfield. In reply to his enquiry the Board state that the course of action proposed for reducing the assessment of the properties referred to would not be legal. No one can be excused paying the rates whether owner or occupier unless by order of the justice on grounds of poverty. If the property has been assessed at a higher rate than it is worth the owner may appeal, but the assessment is not to depend on the amount of the rent actually received.
