Folio 173. Draft letter from the Poor Law Board, to H Place, Collector, Sutton in Ashfield, Mansfield Poor Law Union, acknowledging receipt of his letter of 1 January regarding the adoption of 13& 14 Vict c 99 in the parish of Sutton in Ashfield. In reply to the questions he asked they state:
1. Arrears should not be carried forward unless in cases where the same parties continue to be assessed, though the arrears in other cases are still recoverable.2. A new rate may be levied before the old one is closed though it should not be made when there is any considerable amount of outstanding arrears. If it is made then the arrears of the former rate and the assessments under the new may be collected together. 3. The overseers must proceed to rate the owners as soon as the vestry have resolved to do so. They have no discretion in the matter.
