The British Council created regional departments in order to manage its network of overseas offices. Initially there were three Overseas Divisions, or departments; the geographical boundaries of these changed frequently, and over time have included the East Asia and Pacific division (EAP), the Americas, Pacific and Asia division (APA), and the Middle East department (MDE). Major policy decisions were made at the country level, whilst the regional divisions provided support and administered the budgets. In 2005 the British Council introduced a more formal regional structure, in which the Regional Directors had a key role in coordinating policy and activities across all countries within their region.
