The records in this series of Education Department files deal with general questions regarding aid policy in the fields of education and training, including liaison with the British Council, the Commonwealth Scholarship Commission and other organisations which have provided educational services for the development departments. The department also handled training aspects of technical co-operation agreements between the United Kingdom and other states.

OD 52/1-6 were selected for permanent preservation following an accelerated review process under the Open Government Initiative in the Overseas Development Administration which identified certain subjects whose records could be released early, including these files on the parliamentary select committee's inquiry into the implications for development aid of the decision to increase overseas students' fees in 1980, and on the implications of the United Kingdom's withdrawal from the United Nations Educational, Scientific and Cultural Organisation (UNESCO). Other files in the series will be subjected to selection review when they are due regular second review from c. 2000.
The Education Department was established in 1975, taking over responsibilities for education and training provision matters previously handled by the Universities and Technical Education Department and the School and Teacher Training Department. Responsibility for training policy matters was added in 1976, and the department was renamed the Education and Training Policy Department. In 1979 the department was replaced by the Education Division, though this carried out the same basic functions.
