Selection and destruction information

OD 51/1 was selected for permanent preservation following an accelerated review process under the Open Government Initiative in the Overseas Development Administration identified certain subjects whose records could be released early, including this file on the mass lobby of parliament by the 'Fight World Poverty' campaign over the Brandt Commission report in 1981. Other files in the series will be subjected to selection review when they are due regular second review from c. 2005.

Administrative / biographical background

The incoming Conservative government in 1979 commissioned Sir Derek Rayner to report on the United Kingdom's overseas aid programme, and following his review aid policy changed so that it acted in support of wider policy objectives. As part of the process of managing this change a new Aid Policy Department was established in 1980 to oversee policy direction of development aid generally. The Department continued in this role until 1996, when it was succeeded by the Aid Policy and Resources Department.
