To: Henry Austin, Chief Superintending Inspector, The General Board of Health.
From: A Haymes, Clerk to the Local Board of Health, Leamington [Warwickshire].
Letter acknowledging receipt of a letter dated 23 May 1854. Haymes states in reply that he has given the draft of the proposed Provisional Order his best consideration. He returns the Order [not included] and calls Austin's attention to a few marginal alterations. Haymes explains that he thinks it 'rather objectionable to designate the unfinished streets as private streets, lest it should be construed to mean private property - the public have acquired a perfect right over them, though they have never been repaired out of the rates'. He adds that the Local Board are 'anxiously looking' for Austin's report.
